Because Malibu rain arrives sideways. Wind-driven rain off the water enters through walls, window heads, and flashing terminations — places vertical rain never tests — so the roof can be sound while the envelope is not. We test the whole water path, not just the roof, and scope the actual entry points in writing.
Yes, when the system is built for the exposure. Salt, UV, and wind uplift are the design conditions here, which calls for coastal-grade metal, fully adhered membranes, and edge details done exactly to spec. A flat roof on the bluff is unforgiving of shortcuts, so we do not take them.
That is the normal pattern, not a strange one. Wind flowing over a building does not press down evenly; it lifts hardest at the perimeter and hardest of all at the corners, which is why an edge, a ridge cap, or a run of tile along a rake goes while the field of the roof is untouched. So the answer is rarely a whole new roof — it is a fastening schedule and an edge-metal detail specified for exposed conditions, and on an exposed lot those specifications carry more weight than anything happening in the middle of the roof. Worth knowing separately, because it lands on the same roof from a completely different direction: the slopes behind the highway are largely inside California's top-tier wildfire severity mapping, which requires a Class A rated roof and detailing that shuts embers out of the ventilation path. Wind and fire are unrelated problems that happen to be solved at the same perimeter, so both belong in one written scope rather than two.
