Lots on the wildland edge here are often mapped by the state at its very high fire hazard severity tier, and inside that mapping the roof is regulated rather than chosen — it has to reach a Class A fire rating. The catch is that the rating belongs to the tested assembly and not to the tile sitting on top of it. The same concrete tile can be part of a Class A build-up or not, entirely according to what goes underneath and how the edges are closed off. So nobody can answer the question by looking at your roof from the street. Check the mapping for your parcel first, then specify the build-up to it.
